Foreign-trained healthcare professionals may be considered for employment in Canada if they meet both the professional and immigration requirements for the position they are applying for. Most position under this category may qualify under the Federal Skilled Worker Class or the Provincial Nominee Program. Registered Nurses:

 

A.   Success Steps for Foreign-Trained Nurses (For British Columbia - BC)

1.     Registration with a British Columbia foreign-trained nurses Registration Body

2.     Nursing credential assessed and approved by Registration Body

a.     6 to 8 weeks pre-assessment

b.    8 to 10 weeks assessment

3.     Applicant to begin job search

a.     Queven to provide necessary tools for job search

4.     Receive Offer of Employment from a BC health employer

a.     Immigration Consultant to discuss process to employer

b.    File Interim Work Permit

                              i.    Processing times vary depending on location (usually 4 months)

                             ii.    Approval of Interim Work Permit

5.     Enter Canada on Interim Work Permit Visa

6.     Registration with the BC Nursing Board 

a.     Credential approved for nurse examination

7.     Take required nurse examination

a.     Pass examination

8.     Provincial Nominee Program

9.     Permanent Residency

 

B.    Registration Body Procedures Foreign-Trained Nurses (For British Columbia - BC)

1.     Submit required documents to the appropriate British Columbia foreign-trained nurses Registration Body

2.     Registration Body will review submission and will determine if you are eligible for an Interim Permit

3.     Once you are deemed eligible for an Interim Permit as a Registered Nurse, you are now able to look for employment in British Columbia

4.     When you received an offer of full-time employment with a British Columbia health employer

a.     You may come to Canada to work under a Temporary Work Visa for a period of one year, or

b.    Apply for a Permanent Resident Visa through the B.C. Provincial Nominee Program.

 

Notes:

·         You are required to pass your medical examination prior to issuance of Work Permit.

·         Temporary Work Permit is usually renewable annually.  

·         Spouse or partner of applicant approved for Work Permit who wishes to work in British Columbia may also be granted Temporary Work Permit.

Physicians:

A.    Assessment of Foreign-Trained Physicians

 

1.   Registration with a British Columbia foreign-trained physician Registration Body

2.   Physician credential assessed and approved by Registration Body

3.   Assist physician to obtain preliminary assessment from College of Physicians BC

4.   Upon receipt of a positive preliminary assessment from the College of Physicians, Registration Body will recommend applicant to  appropriate BC employers from “underserved” communities

 

 

B.    Process of Obtaining Temporary Licensing from College of Physicians BC

 

1.   Acceptance by the community of the foreign-trained physicians credentials and professional experience

2.   Applicant accepts offer of employment

3.   College of Physicians evaluates the qualification of the foreign-trained physician and the need of the community

4.   College of Physicians will send notification in writing to the foreign-trained physician, the Registration Body and the community.

 

 

C.    Temporary Work Permit Process

 

1.   After College of Physicians has confirmed eligibility of the foreign-trained physician, immigration consultant will submit application to Service Canada

2.   If the application is approved, Service Canada will issue confirmation of employment and file number for the physician

3.   Immigration consultant will file required documentation to the Canadian Embassy/Consulate for a temporary work permit

Note:

A temporary work permit may also be issued to the spouse or common-law partner of the foreign-trained physician.

 

D.    Provincial Nominee Program (PNP)

 

1.   PNP application will be initiated by the immigration consultant after the following conditions has been met:

a.   Physician has worked for at least 3 to 6 months

b.   Employer has deemed physician’s performance satisfactory

c.   Physician has received notification from the College of Physicians to complete PNP application

2.   Physician completes PNP application and submits to B.C. Ministry of Economic Development for approval

3.   Physician receives nomination approval

 

 

E.    Permanent Residency Application

 

1.   After physician has obtained approval of from B.C. Ministry of Economic Development, immigration consultant will initiate the permanent residency application

 

 

F.    Licensing Requirements:

 

·         Completion of the certifying examinations of the Royal College of Physicians and Surgeons of Canada and

·         Licensing by the provincial or territorial licensing authority are required.
